
Recently, in Mexico City, the Secretary of Mobility (Semovi) approved the issuance of permanent licenses in the capital, an initiative backed by the head of government, Clara Brugada. This measure has a cost of one thousand five hundred pesos and will be in effect from November of this year until December 2025.
One of the main questions that arose after the announcement was whether only residents of CDMX could apply for the new permanent license. Brugada clarified this point, mentioning that the procedure will be available for people living in the metropolitan area of Mexico City, which includes the State of Mexico. This decision was made considering the number of people who commute daily from the State of Mexico to the capital for work or study.
On the Semovi transaction portal, it is indicated that it is possible to present proof of residence from the State of Mexico to obtain licenses A, A1, and A2. Therefore, it will not be mandatory to have proof from Mexico City.
Although it has not been specified whether there will be additional conditions for those presenting licenses from other states when processing in CDMX, it is presumed that passing the mandatory theoretical exam will be required to obtain the first license in the capital. Applicants who do not reside in Mexico City will be considered "driver promotion" if they already have a license from their state.
